He also said he would be prioritising stability, growth and protecting public services.&lt;br /&gt;&lt;br /&gt;His speech didn`t have much to say about housing specifically, but he did set out a number of measures that will directly affect landlords.&lt;br /&gt;&lt;br /&gt;Below, we take a look at what these were.&lt;br /&gt;&lt;br /&gt;Capital gains tax allowance halved &lt;br /&gt;&lt;br /&gt;The Chancellor announced that he would more than halve the tax-free allowance for capital gains in the next tax year (2023-24), reducing it from £12,300 to £6,000. In the next tax year (2024-25), it will be halved again to £3,000 in 2024-25. Hunt said this was to make the tax system fairer and restore the public purse.&lt;br /&gt;&lt;br /&gt;It will be those landlords seeking to sell their homes who will be most affected by this change, with CGT charged at a much higher rate for residential property sales.&lt;br /&gt;&lt;br /&gt;More landlords could look to leave the sector earlier than planned as a result of the move, which would in turn have a negative impact on rental supply.&lt;br /&gt;&lt;br /&gt;`These swingeing cuts to Capital Gains Tax allowances will dissuade investment for years to come,` Ben Beadle, CEO of landlord trade body NRLA, commented, saying that it will deter investment in new rental homes and grow the cost of renting.&lt;br /&gt;Greater tax load for higher earners&lt;br /&gt;&lt;br /&gt;Hunt also used his Commons speech to reveal that higher earners will begin paying the top rate of tax (45%) when they earn £125,140, down from £150,000 before.&lt;br /&gt;&lt;br /&gt;As a consequence of this, more landlords could be forced into the highest paying tax bracket. This is likely to then have an impact on the profits they can make because of the changes to mortgage interest tax relief which were first introduced in April 2017.&lt;br /&gt;&lt;br /&gt;Hunt announced other tax changes in his address, stating that Inheritance Tax thresholds will be frozen for a further two years, which will mean hundreds of thousands of home owners remain subject to paying this tax.&lt;br /&gt;&lt;br /&gt;Time-limited stamp duty cut&lt;br /&gt;&lt;br /&gt;In a much more unexpected move, Hunt said the recent cuts to stamp duty would be time-limited, ceasing on March 31 2025.&lt;br /&gt;&lt;br /&gt;For the next few years, there is now effectively another stamp duty holiday – something which will encourage more buyers, including landlords, to take advantage of the potential savings on offer.&lt;br /&gt;&lt;br /&gt;Kwarteng, in his now infamous mini-Budget, had increased the nil rate threshold for stamp duty from £125,000 to £250,000, while also upping threshold at which first-time buyers pay stamp duty on their first home to £425,000 from £300,000 on purchases worth up to £625,000.&lt;br /&gt;&lt;br /&gt;But that will all come to an end in March 2025, which could lead to a late rush for homes before the effective holiday ends.&lt;br /&gt;&lt;br /&gt;Hunt`s wide-ranging speech, which lasted for nearly an hour, also included a number of other measures – ranging from electric cars to the energy price guarantee, explained in much greater detail here (https://www.landlordtoday.co.uk/breaking-news/2022/11/landlords-hit-by-capital-gains-tax-and-stamp-duty-changes). &lt;br /&gt;&lt;br /&gt;Here at Cosy Resi, we specialise in property and HMO management. Balanced against that was the publication of the Government`s long-awaited Renters` Reform Bill, with its proposed abolition of so-called ‘no-fault` evictions and the planned landlord register. &lt;br /&gt;&lt;br /&gt;There`ve been protest letters to the Housing Secretary, Michael Gove, over taxation, fines for agents failing to comply with Anti-money Laundering rules and fears over new energy efficiency regulations. In short, 2022 was a year in which landlords and agents were rarely out of the news.&lt;br /&gt;But will the sector continue to be in the spotlight in 2023?&lt;br /&gt;Probably.&lt;br /&gt;&lt;br /&gt;Positive signs&lt;br /&gt;&lt;br /&gt;The fact is that landlords have been leaving the sector for some years. Even so, the Private Rented Sector still accounts for 4.4 million homes in England – that`s 19% of the total stock.&lt;br /&gt;And there are positive signs and investment opportunities for those considering entering the market. Demand for rental homes is high, average rental prices are rising and average house prices are falling. And even though mortgage rates may be higher than this time last year, the economy has stabilised and rates have been on their way down so far this year. There could be some bargains to be had and business to be done in the coming year.&lt;br /&gt;And what about rents? Are they likely to continue rising throughout 2023? The answer to that question is closely linked to the rate of inflation – which forecasters estimate will fall to around 5% by the end of the year. &lt;br /&gt;Cost of living increases and the shock to the mortgage market last Autumn have led some commentators to estimate that around 1 million would-be first-time-buyers will not be entering the market in 2023. But they have to live somewhere and so will either stay in the rental market or join it.&lt;br /&gt;&lt;br /&gt;Record low&lt;br /&gt;&lt;br /&gt;That means landlords` properties are unlikely to suffer from long void periods and can expect to enjoy higher yields – although maintenance and repair costs will inevitably rise in line with inflation.&lt;br /&gt;Even though landlords with buy-to-let mortgages may be suffering from higher rates in the wake of the Truss/Kwarteng mini-budget, the National Association of Property Buyers has predicted that rents could rise in January by as much as 4% - largely because of a five-year record low in the supply of properties.&lt;br /&gt;&lt;br /&gt;And what about the political situation? Last year, the Government published its controversial Renters` Reform Bill, following the publication of the Fairer Private Sector White Paper.&lt;br /&gt;The proposed measures to be introduced included:&lt;br /&gt;&lt;br /&gt;• The scrapping of Section 21 evictions&lt;br /&gt;• Increased pet ownership for tenants&lt;br /&gt;• Landlord Register&lt;br /&gt;• Doubling the notice period for rent increases&lt;br /&gt;• Introduction of a private renters` Ombudsman&lt;br /&gt;• A Decent Homes Standard&lt;br /&gt;&lt;br /&gt;The Bill is likely to provoke a lot of interest when it progresses through Parliament, although no date has yet been fixed for its introduction. The Government, however, has confirmed that it remains committed to doing so in this Parliamentary session, which ends in May. It is unlikely, however, that any of the proposed measures will be law by the end of 2023.&lt;br /&gt;&lt;br /&gt;One measure that has been implemented by local authorities in some parts of the country is Selective Landlord Licensing. This was introduced by the Housing Act of 2004 and permits councils to license landlords in areas that suffer very low demand for houses or antisocial behaviour. Last year, according to licence compliance company, Kamma, local authorities launched 52 new schemes and consultations – five more than the previous year, including the largest one ever in Birmingham. &lt;br /&gt;&lt;br /&gt;Under the schemes, landlords can be fined for non-compliance with the terms of their licence, which cost on average £500 for five years. The trend towards more licensing in England looks set to continue in 2023.&lt;br /&gt;&lt;br /&gt;Necessary improvements&lt;br /&gt;&lt;br /&gt;As part of the Government`s bid to reach its Net Zero target by 2050, it plans to introduce another energy efficiency target for privately rented homes. Obviously, everyone – including all tenants and landlords – would like to see the amount they have to spend on energy come down and the Government intends to do this by imposing a minimum Energy Performance Certificate (EPC) rating of ‘C` on all PRS properties. The minimum standard is currently an ‘E` rating, so this upgrading has major implications for landlords who might have to invest considerable sums to make the necessary improvements.&lt;br /&gt;&lt;br /&gt;However, the timescale for these changes remains uncertain although the Government`s intention is that the new regulations will come into effect by 2025 for new tenancies followed by all tenancies by 2028. One – it`s the law! But more pleasingly, a higher EPC score has been proven to attract more tenants.&lt;br /&gt;&lt;br /&gt;An Energy Performance Certificate (EPC) measures how well (or badly) a property uses energy, especially how much it will cost to heat a home on average. It will also show its impact on the environment, but this is treated as a secondary issue.&lt;br /&gt;&lt;br /&gt;EPCs first came into being in 2008. They last for ten years, and an up-to-date one is needed by anyone selling their home, but more importantly, by all landlords renting out a property.&lt;br /&gt;&lt;br /&gt;Forthcoming changes&lt;br /&gt;&lt;br /&gt;Bands run from A (top) to G (lowest) and points are awarded within each band, eg C runs from 69 to 80 points.&lt;br /&gt;&lt;br /&gt;Currently, you cannot let a property that is Band F or G. The government was planning to tighten this up greatly – from 2025, rented homes with new tenants would have to be C, and all tenancies would have to be C by 2028.&lt;br /&gt;&lt;br /&gt;However, the government has dragged its feet so much on the issue that many commentators believe the 2025 deadline will be done away with, and the 2028 date will apply to all tenancies new and old. &lt;br /&gt;&lt;br /&gt;Whether or not this happens, it`s a good idea for landlords to get a head start on improving low-rated properties now.&lt;br /&gt;&lt;br /&gt;As the deadline – whether 2025 or 2028 – approaches, it will be increasingly hard to find available tradespeople to carry out any necessary work, and costs are likely to go up.&lt;br /&gt;&lt;br /&gt;Practical ways to improve your score&lt;br /&gt;&lt;br /&gt;First, read your EPC carefully if you have one. If you haven`t, you should have, so get one now – a letting agent can help with this.&lt;br /&gt;&lt;br /&gt;Check when the existing EPC expires. Then look at the recommendations given. This will show roughly how many points each improvement will attract, along with estimated costs. &lt;br /&gt;&lt;br /&gt;Please note, the system cannot tell you exactly how many points one measure would attract on its own - this is to avoid anyone trying to rig the scores.&lt;br /&gt;&lt;br /&gt;Easy wins&lt;br /&gt;&lt;br /&gt;There are some very easy and inexpensive wins. The first is lighting – make sure all fixed lighting has low energy bulbs (plug-in table lamps and floor lamps don`t count).&lt;br /&gt;&lt;br /&gt;Loft insulation can be installed by a competent DIY-er and can make a big difference, as over 30% of heat is lost through an uninsulated roof.&lt;br /&gt;&lt;br /&gt;If you have gas central heating with radiators, fit each with a thermostatic radiator valve (TRV) which means heating can be controlled better. This will earn you more points.&lt;br /&gt;&lt;br /&gt;All-electric flats with older storage heaters do not score very highly, so consider replacing them with High Heat Retention Storage Heaters (HHRSH) which cost around £1,000 each and can be easily fitted by an electrician.&lt;br /&gt;&lt;br /&gt;Do the right things&lt;br /&gt;&lt;br /&gt;Some landlords decide to take out a gas boiler and replace it with an electric boiler. But beware – this will bring the score down. This is because electricity costs more than gas, and EPCs work mainly on the cost of heating a house.&lt;br /&gt;&lt;br /&gt;With government moves to ban ordinary gas boilers sometime in the future, if you are replacing one now then consider getting a hydrogen-ready boiler which can be switched to hydrogen once that option comes on-stream. &lt;br /&gt;&lt;br /&gt;If you have single glazing, fit double if you can afford it, or consider secondary glazing which scores almost as well, and works if local planners will not allow you to use uPVC glazing.&lt;br /&gt;A brick-built property dating from 1930s to the present may have cavity walls – insulation companies can check this for you. If the cavity is unfilled, it can be injected with foam insulation relatively cheaply.&lt;br /&gt;&lt;br /&gt;What costs most&lt;br /&gt;&lt;br /&gt;The most expensive measures are installing interior or exterior wall insulation, fitting solar panels, or fitting a heat pump, and current grants go nowhere near covering the cost of this. It is aimed at people facing either eviction or repossession and forms part of a broader initiative to prevent homelessness. &lt;br /&gt;The legal advice will be available through the Housing Loss Prevention Advice Service as soon as a tenant or homeowner receives written evidence from a landlord or lender either via email or letter &lt;br /&gt;&lt;br /&gt;Examples of written evidence include a letter or notice from a landlord where an informal licence exists; notice to quit from a landlord where a renting arrangement lacks the security of tenure; letter before action as required by the Pre-Action Protocol For Possession Claims based on Home Purchase Plan Arrears in Respect of Residential Property; notice seeking possession served by a landlord; and a letter from the court notifying the client that possession proceedings have been issued. &lt;br /&gt;&lt;br /&gt;The Housing Loss Prevention Advice Service replaces the Housing Possession Court Duty Service which offered only ‘on the day` emergency advice and advocacy. &lt;br /&gt; &lt;br /&gt;Facing hardship &lt;br /&gt;&lt;br /&gt;The Government hopes that an early intervention might reduce the number of cases coming to court although the range of support can include representation if formal proceedings take place. The scheme was warmly welcomed by homelessness charities like Crisis and by the National Housing Federation. &lt;br /&gt;&lt;br /&gt;But should landlords be quite so enthusiastic about the scheme which, along with the Renters (Reform) Bill currently going through Parliament, could be seen as another measure designed to benefit tenants? &lt;br /&gt;&lt;br /&gt;Included among the Bill`s proposals is a ban on Section 21 – so-called ‘no-fault – evictions. And some landlords may see this new initiative as a further barrier to them regaining control of their properties – perhaps even prompting them to serve Section 21 notices sooner rather than later. &lt;br /&gt;&lt;br /&gt;Nathan Emerson, the CEO of Propertymark, the professional organisation for estate and lettings agents, said: `We recognise the Government is seeking to support people facing hardship or eviction, however, there needs to be an equitable system in place which is responsive, fair and progressive for all parties involved.  &lt;br /&gt;&lt;br /&gt;`We encourage the government to work more closely with landlords and agents to provide support or at least take measures to reverse the primary causes which sees many landlords selling and having to potentially evict tenants from their homes in the first place. &lt;br /&gt; &lt;br /&gt;`It is also vital to consider the flip side of the coin whereby many landlords are also dealing with increased costs making it challenging to operate.  &lt;br /&gt; &lt;br /&gt;Will not be effective &lt;br /&gt;`Any new system must prove fair, sensible and workable for landlords, agents and tenants equally. We welcome the idea of having procedures that address concerns, keep pace with fast moving legislation and bring swift resolutions on an individual basis.` &lt;br /&gt;&lt;br /&gt;Ministry of Justice figures from April to June this year show that landlord possessions increased by 24% compared to the same period last year.   &lt;br /&gt;&lt;br /&gt;Law Society president, Lubna Shuja, commented: `The increasing cost-of-living and rising interest rates have heavily impacted people`s ability to afford their homes, so it is critical people are able to access legal help for their housing issues. &lt;br /&gt;&lt;br /&gt;`Our research has found that 25.3m people – 42% - do not have a local legal aid provider for housing advice.
